TEMPUS in Belarus

European Union programme TEMPUS promoted institutional cooperation between the EU and Partner Countries and focused on the reform and modernization of higher education system in the Partner Countries of Eastern Europe, Central Asia, the Western Balkans and the Mediterranean region. The last projects selection in the framework of the programme was in 2013. These projects were completed in 2015-2017.

Projects formats

Joint Projects aimed to improve the situation in higher education institutions in one or more Partner Countries. National projects were targeted to benefit one Partner Country and focused on the national priorities set for that Partner Country. Multi-country projects aimed to benefit more than one Partner Country. They focused on addressing the regional priorities which were common to all Partner Countries within a specific region. They could also address a national priority which was common to each of the participating Partner Countries.

Structural Measures projects aimed to improve the higher education system as a whole in one or more Partner Countries. The project objectives could target, for example, at the development, reformation and quality improvement of the structure and the system of higher education at the national level.


Since 1993, when Belarus joined Tempus programme, our universities took part in 64 projects. Among them there were 34 Tempus IV projects selected during the period 2008-2013.

28 state and 1 non-state higher education institutions (HEIs) took part in TEMPUS IV projects. Among them the following HEIs were the most active: Belarusian State University (12 projects), Belarusian National Technical University (10 projects), Belarusian State Economic University (8 projects), Grodno State University (8 projects).


The results of TEMPUS projects had salutary impact on Belarusian higher education institutions and the system of higher education in the country in the whole. In particular, the implementation of TEMPUS projects promoted

o      reorganization and optimization of university management;

o      introduction of a sustainable strategy and procedures for quality assurance;

o      development of a national system of assessment compatible to ECTS;

o      modernization of curricula and programmes;

o      implementation of new teaching methods.
